Property Risk Assessment

Background

In March 2025, Stokes Safety undertook a detailed Property Risk Assessment (PRA) for a major logistics and property management company at an industrial site. This assessment was part of a proactive approach to ensuring compliance with occupational health and safety (OHS) standards, improving workplace safety, and managing property risk more effectively.


The PRA was conducted with reference to the Victorian Occupational Health and Safety Regulations 2017, relevant codes of practice, and industry compliance standards. The goal was to identify and address safety gaps across structural integrity, fire safety, electrical safety, hazardous materials, emergency response procedures, and broader WHS management systems.


The purpose of the assessment was to evaluate and make recommendations based on the
organisation's needs for various reasons, including:

  • Evaluating the current safety status of the property

  • Supporting insurance requirements

  • Preparing for the sale or purchase of assets (Dilapidation Reports)

  • Assisting in budgeting and asset maintenance forecasting

The inspection methodology used by Stokes Safety’s OHS professionals was to carry out a
comprehensive visual inspection of the premises. This included the review of key safety documents such as maintenance logs, fire system test results, and compliance records. All risk categories were evaluated against applicable legislation, ensuring a thorough and legally compliant assessment.


Key categories evaluated included:

  • Safety management and consultation

  • Equipment, machinery, and tools

  • Hazardous chemicals and dangerous goods

  • Environmental conditions

  • Manual handling risks

  • Electrical systems

  • Asbestos management

  • Confined spaces and work at heights

  • Emergency procedures and first aid

  • Fire and evacuation systems

  • Incident reporting and contractor management

  • Structural elements, including the building facade and roof areas

Challenges

The assessment identified various gaps in the existing WHS/OHS management systems. Each issue was recorded and prioritised based on its risk rating—low, medium, or high—with corresponding recommendations for corrective action.

Inspection Process

The PRA report includes both the initial risk rating and a projected residual risk rating post-
implementation of recommended measures.


The documented findings aim to assist the client in enhancing regulatory compliance and improving the safety environment for employees, contractors, and visitors. Specific attention was given to areas such as fire prevention and evacuation, emergency readiness, building maintenance, and the safe handling and storage of hazardous materials.

The final report provided actionable insights and clear guidance on risk mitigation strategies. By implementing the recommended actions, the client can ensure continued compliance with Victorian health and safety legislation while safeguarding their assets and workforce.
